April 2, 2007 the Board of Supervisors conditionally approve the South Mountain Commons
(Wal*Mart) project. 18 comments and 14 waivers were approved
(2 Supervisors voted against, 3 for approval)

May 2, 2007 CCSG appeals the Carroll Township Board of Supervisors decision
The Supervisors' decision should be reversed because the preliminary subdivision plans do
not comply with the requirements set forth in the Township's subdivision and land
development ordinance furthermore, the Supervisors abused their discretion and
committed an error of law by granting the Developer numerous waivers.

September 10, 2008  CCSG wins its appeal
Judge Linebaugh remanded the decision because the preliminary subdivision plans did not
comply with the requirements set forth in the Township's Subdivision and Land
Development and the Zoning Ordinances; furthermore,

The Supervisors abused their discretion and committed an error of law by granting
approval.

WALMART has been “hatching” plans for at least THREE YEARS to build an 88,580 square foot store
on Hartzdale Drive across from Capital City Mall on the vacant Forbes Chevrolet site. There is no
doubt that these plans will impact the neighboring homes, the economic viability of local
businesses, the environment and quality of life in our community

At a meeting of the Lower Allen Township Planning Commission, developers associated with the
sketch plan for 3400 Hartzdale Drive, the site of the former Forbes Chevrolet dealership, revealed
for the first time that their client for the site is indeed Walmart.

Introduction
The land development process in Pennsylvania is a lengthy, multi-step and often confusing process.
Municipalities, counties, state agencies and federal agencies may all play a role, as various layers of permits
and approvals are needed. This guide provides a brief description of some of the local, state and federal
permits and approvals that may be required for a given land development proposal. After the description of
each step, opportunities for public involvement and comment are discussed, along with any options
for challenging the decision made by the applicable entity. This guide is not necessarily a comprehensive list
of every permit or approval that is required for every land development project across the Commonwealth. Nor
are all of the permits or approvals listed and described in this guide required for every project.
This document should be used as a reference guide only, as you feel your way through the land development
process. You should consult with the applicable local, state and federal agencies to determine what permits
and approvals are necessary for a given project.
