| Citizen’s Guide to the Permitting and Approval Process for Land Development in Pennsylvania Introduction The land development process in Pennsylvania is a lengthy, multi-step and often confusing process. Municipalities, counties, state agencies and federal agencies may all play a role, as various layers of permits and approvals are needed. This guide provides a brief description of some of the local, state and federal permits and approvals that may be required for a given land development proposal. After the description of each step, opportunities for public involvement and comment are discussed, along with any options for challenging the decision made by the applicable entity. This guide is not necessarily a comprehensive list of every permit or approval that is required for every land development project across the Commonwealth. Nor are all of the permits or approvals listed and described in this guide required for every project. This document should be used as a reference guide only, as you feel your way through the land development process. | DEP and Land Use DEP is actively engaged in addressing the connection between land use choices and the environment. This effort was begun in 1998 with the release of the 21st Century Environment Commission report, which identified “responsible land use” as the number one environmental issue facing Pennsylvania in the 21st Century. The momentum gained through the early stages of implementation of recommendations of the report continued through 2000 culminating in policies based on the revisions to the Municipalities Planning Code enacted by the passage of Acts 67 and 68.
