Pennsylvania State Ethics Commission
The Pennsylvania Public Official and Employee Ethics Act was enacted in order to strengthen the faith and
confidence of the people of the Commonwealth in their government. In promulgating the Ethics Act, the
Legislature declared that public office is a public trust, and that any effort to realize personal financial gain
through public office other than compensation provided by law is a violation of that trust. The Legislature further
declared that the people have a right to be assured that the financial interests of holders of, or nominees or
candidates for, public office do not conflict with the public trust. The Legislature stated that because public
confidence in government can best be sustained by assuring the people of the impartiality and honesty of public
officials, the Ethics Act is to be liberally construed to promote complete financial disclosure as specified by the
Act.

The Pennsylvania State Association of Township Supervisors has been serving townships of the
second class since 1921. The Association is committed to preserving and strengthening township
government by lobbying state and federal lawmakers and educating and informing its members
through workshops, an annual conference and trade show, and award-winning publications

FEMA Floodplain Management
Once FEMA provides a community with the flood hazard information upon which floodplain
management regulations are based, the community is required to adopt a floodplain
management ordinance that meets or exceeds the minimum NFIP requirements. The overriding
purpose of the floodplain management regulations is to ensure that participating communities
take into account flood hazards, to the extent that they are known, in all official actions relating to
land management and use.
